The observed correlation between the far-infrared and radio luminosities of galaxies illustrates close connection star formation cosmic-ray production. Intriguingly, recent gamma-ray observations indicate that recycled/millisecond pulsars (MSPs), which do not trace formation, may also efficiently accelerate electrons. We study contribution MSPs to galactic nonthermal emission, finding they can dominate emission from massive quiescent galaxies. This model explain LOFAR found a peculiar excess in with high stellar masses low star-formation rates. show MSP-based models provide significantly improved fit data. discuss implications for radio-far-infrared correlation, observation excesses nearby galaxies, local electron positron observations.
